A voluntary expression-of-interest and feedback channel for families with high support needs
What is this?
This is not a service application or a support program. This is a voluntary expression-of-interest and feedback collection channel designed to help us better understand a real long-term question that society will eventually need to address:
When parents who have cared for a family member throughout their lives are no longer able to continue that role,
who will continue to know whether that family member is safe, supported, and not being overlooked?
At present, there remains a lack of a systematically designed, third-party, public and fair long-term safeguarding mechanism that can operate across changes in caregivers, service providers and living arrangements, and continuously monitor an individual’s long-term safety, living conditions and continued wellbeing.
In other words, when caregiving arrangements change, service providers are replaced, or living environments shift, there are very few independent, long-standing public systems that continue to monitor whether a person is safe, supported, and not being overlooked.
This channel exists to gather real concerns, experiences and perspectives, and to support future collaborative research and early-stage design exploration with universities, ethics bodies and public research institutions.
What is this interest & feedback channel?
This interest and feedback channel is designed to:

Understand how many families are currently facing, or approaching, long-term continuity-of-care risks

Understand families’ real needs and priorities regarding future long-term safeguarding systems
-
Collect family feedback, insights and suggestions to inform the design of future public safeguarding models
This is an ongoing, open expression-of-interest and feedback channel to support future research and early-stage design exploration of long-term public safeguarding systems. It is not a one-off activity and it is not a service application.
At the same time, this interest and feedback channel will also form the foundational reference and potential initial access cohort for future long-term public safeguarding models.
When such public safeguarding structures enter pilot or validation stages in the future, families who have registered interest may have the opportunity to be informed at an early stage,and, subject to ethical, regulatory, and public-interest principles, participate in subsequent model co-design, validation, or pilot pathways.
What kind of safeguarding system are we exploring?
We are exploring a third-party, public and fair long-term safeguarding structure designed to continue monitoring the basic safety and living conditions of autistic individuals with high support needs when caregiving arrangements change.
The core design directions include:

A continuity-focused monitoring layer that can operate across changes in caregivers and service providers

A safeguarding logic centred on “being safe, being supported, and not being overlooked”

A long-term, uninterrupted public monitoring mechanism that is not dependent on any single service provider

A research-based design model capable of interfacing with future public systems
We are currently in the research and structural design phase and are not providing services, case management or individual interventions.
Why is your input important?
Every high-support-needs autistic family faces unique circumstances and challenges. We aim to incorporate these real differences, concerns and suggestions into the design of future long-term safeguarding systems so that the model can be more inclusive, comprehensive and responsive to families’ long-term needs.
Your participation will help improve this future public safeguarding structure and support a system in which all families on long-term care continuity risk pathways may benefit.

这不是服务报名,也不是支持项目。这是一个长期连续性保障意向表达,用来帮助我们理解一个很现实、未来需要解决的问题:
当我们这些照顾家人一辈子的父母不在了之后,
谁还会持续知道这个家庭成员(我们的孩子)有没有被好好照顾?
目前,尚缺乏一套被系统性设计、并可跨越照护主体变化与长期服务更替,用于持续关注个体长期安全、生活与存在状态的第三方、公共、公平的长期守望机制。换言之,当照顾孩子的人发生变化、服务机构更换、居住环境迁移时,很少有一个独立于服务机构之外、长期存在、以公共公平为原则的系统,会持续关心这个受照顾者后来过得好不好、有没有被照顾、有没有被忽视。
这个意向表达,就是为了把这些真实的担心、风险和变化记录下来,
以便我们能够与大学、伦理委员会及公共研究机构一起,
共同推动未来长期公共守望机制的研究与设计。
这个意向表达在做什么?
我们希望通过这个意向表达,用来:

了解目前有多少家庭正面临或正在接近长期照护连续性风险

了解大家对未来长期安全守望系统的真实需求与关注重点
-
收集家庭提出的建议与经验,作为未来公共守望模型设计的依据
这是一个持续开放的意向表达和反馈通道,用于支持未来长期连续性保障系统的研究与设计。
同时,本意向表达和反馈也将构成未来长期连续性保障模型的首批参考与潜在接入群体基础。
当相关长期连续性保障结构在未来进入试点或验证阶段时,本意向表达中有意愿的家庭将有机会第一时间获知相关信息,并在符合伦理、合规与公共原则的前提下,参与后续模型的共建、验证或试点路径。
我们正在探索什么样的长期守望系统?
我们正在探索一套第三方、公共、公平的长期连续性保障结构,用于在照护关系发生变化时,持续关注高支持需要自闭症个体的基本安全与生活状态。
该结构的核心方向包括:

一个以“是否被照顾、是否安全、是否未被忽视”为核心的守望逻辑

一个长期存在、不中断、不依附单一服务机构的公共关注机制

我们目前处于研究与结构设计阶段,并未进入服务提供或个案干预阶段。
